The response of Defence Infrastructure Organisation (DIO) to the problems of energy sustainability is framed by two imperatives: the need to control the cost to the taxpayer, and compliance with the government's emissions targets as established and enforced through the mandatory CRC Energy Efficiency Scheme (EES) - formerly known as Carbon Reduction Commitment - through which the government expects to save 4.5 million tonnes of carbon emissions by 2020 and raise ￡lbn a year by 2013.
