On 18th March 2011, Prime Minister David Cameron told the Commons that in response to Colonel Gaddafi attacking his own people, the UN Security Council had adopted Resolution 1973, which demanded 'the immediate establishment of a ceasefire and a complete end to violence and all attacks against, and abuses of, civilians'. UNSCR1973 established 'a ban on all flights in Libyan airspace to help protect civilians' and authorised member states to take 'all necessary measures to enforce compliance with the ban'. In Cameron's words, "the Defence Secretary and I have now instructed the Chief of the Defence Staff to work urgently with our allies to put in place the appropriate military measures to enforce the Resolution - including a No Fly Zone" (NFZ).
