'Loopholes' in the original Act exploited by main contractors often made it difficult for Specialist Contractors to confirm how much they were going to get paid and when. Despite widespread resistance from main contractors, NSCC lobbied for amendments to the legislation and the new Act came into force in 2011. There is now greater certainty of payment for Specialist Contractors because, if a Contractor doesn't notify how much he is going to pay, the Specialist Contractor can issue an application for what he is owed, which will become the amount due unless the Contractor issues a 'Pay Less Notice' telling him otherwise.
