摘要

Earned value management (EVM) is a widely used method of evaluating the status of various projects within the program in a standardized and objective manner. It provides a tool to manage cost and schedule issues within a project or across an entire program. This article illustrates the concepts of earned value management and explores the implementation of its concepts in a capital improvement program. EVM is based on the concept that a project can be broken down into definable and measurable tasks. The progress of these tasks can then be measured using earned value, actual cost and planned value. These basic building blocks of EVM are used in variance analysis and to determine efficiency indexes, which can be applied at the task, project or program level. Applied consistently throughout a program, the techniques of EVM effectively provide a realistic status of the various projects within the program.
