In a bid to cut waste on its construction schemes the National Offender Management Service decided to use Winchester as a pilot scheme for a project management system.rnDrawn up by specialist company Lean Thinking, the lean construction project management tool focuses on a scheme's critical path, stripping out any time that may have been placed in the programme as a contingency. This is then replaced with extra time at the end of the programme. In effect the time becomes a bonus rather than a goal.rn"What the lean construction system does," says Mr Booton, "is it takes out the contingency fat in the middle of the programme andrnputs it at the end. It concentrates on the start and end date of the critical path."rnTime consultants scrutinised Wates' design and developed a tightened and streamlined ideal programme. This includes a buffer zone at the end of the project that is updated to indicate how much of this has been eroded on a day to day basis. The system allows site staff to keep a tight control of the programme.
