The government's low-carbon strategy has thrown down the gauntlet for the construction industry to account for the embodied carbon within buildings and built assets. The challenge issued was twofold: 1. To agree how to count embodied carbon (recommendation 2.2 of the low-carbon strategy) 2. To define what data was required to count it (recommendation 3.9) The reward offered is that when the industry can define how to count embodied carbon, it will become a Green Book requirement - i.e. it should be taken into account on all public sector projects (recommendation 2.1).
