The importance of highway maintenance and its relevance to the integrated transport agenda has never been more widely recognised. A prerequisite to the success of any transport strategy is the condition and sufficiency of the strategic and local transportation networks. Good transport networks, in good condition, are essential for the safe and economic movement of both freight and people to and from as well as around the network. The inevitable consequences of significant under-investment over many years, indeed decades, are increasingly visible and the subject of considerable public concern.
