Mouchel has recruited two directors and secured an extension to its Crossrail contract. The consultancy has appointed Matthew Lugg as director of public services and Janet Horton as local public services market director. Mr Lugg was director of environment and transport at Leicestershire County Council for eight years, but has also been under secondment with the Department for Transport as a special adviser supporting the Highways Maintenance Efficiency Programme. Mouchel Infrastructure Services acting managing director David Virden said Mr Lugg's arrival was "perfectly timed to support the growth of Mouchel in the UK as the efficiency agenda is delivered, and internationally as other countries look to the expertise that exists in the UK".
