Health projects - in particular large hospital procurements - could be the first to implement private finance 2, or at least central elements of it (news, page 2). Priority schools had been touted as the first projects that would be built under PF2. There was a certain symmetry to that: school building had been under review over roughly the same period as the private finance initiative, so it would make sense if the successors to both Building Schools for the Future and PFI were designed with each other in mind. Each could use the other to boost their own PR.
