Amey is the only firm to have missed out on work following a major shake-up of the consultancy lot of Highways England's Collaborative Delivery Framework. It emerged last year that Highways England was regionalising work for consultants on the remainder of the £5bn CDF. The client ultimately created 13 packages covering 38 projects. Under the regionalised model, firms on the design and engineering services lot of the CDF were able to bid for all 13 packages, with every contractor promised at least one and a maximum of two.
