When universities were given the freedom to increase tuition fees from a maximum cap of £3,290 to £9,000 in 2010, it's unlikely that the coalition government at the time considered the impact of their decision on the construction industry. Or rather, it's unlikely they knew they had just signed off on a stimulus package for the sector, funded by university students.
