Hile the 2004 EU directives on public procurement have barely been implemented in all Member States, Michel Barnier - Commissioner for internal market and financial services -last year started considering that something must be done to improve the functioning of public procurement.His view was supported by the fact that public procurement, above the thresholds of the EU Directives, is about 16% of EU GDP (gross domestic product)-something that can't be neglected in a post-crisis period.Also, a range of decision makers and stakeholders considered that public procurement was perfectly suited to support "other policy objectives" - in terms of additional objectives for the best value for money.
