A new regulation controlling the use of food additives in the European Union has been approved at the EU Council of Ministers, which will have a significant impact on EU confectionery manufacturers. In future, these must be subject to scientific screening by the European Food Safety Authority (EFSA) and only additives that are "safe, fulfill, a technological need and are of benefit to the consumer will be; authorised," stressed a council communique. This,is a significant hurdle, but the law is designed to simplify procedures for authorising food additives by enabling the European Commission (which has regulatory powers under the new system) to amend an approved list of food additives.
