Containerships were forced to wait at anchor outside the ports of Los Angeles and Long Beach during the latter half of October as congestion returned to the US west coast. Ocean carriers and terminal operators alike were caught by surprise as the usual peak season was compressed into a much shorter period than seen in recent years, creating logjams right along supply chains. US importers are thought to have delayed shipments from Asia while waiting to see if there would be industrial disruption during longshore contract negotiations, creating a late surge as the ports continued to operate normally.
