The various important properties of fractional continuum Formulation and it decomposed version were developed. In Part II the dynamic properties of the diophantine rep- Resentation are investigated. The model fitting scheme will Be developed to handle an arbitrary frequency dependent Structural hysteriesis. This is followed up with the results Of benchmark studies which demonstrate the effectiveness Of fitting.
