With a Dec. 22, 1998, deadline looming, about 500,000 underground storage tanks were not in compliance with federal requirements as of January 1998, according to epa estimates. Federal regulations passed in 1988 require that active underground storage tanks (USTS) be corrosion resistant, incorporate ongoing leak detection and be equipped with spill and overfill prevention devices. The standard also established tank registration, release reporting and cleanup requirements, and financial responsibility provisions.
