High school students from the United States scored below international averages on a comprehensive test of applied mathematics and problem solving administered in 2003. The test, given to students 15 years of age in 40 countries, was administered by the Organisation for Economic Co-operation and Development (OECD), an intergovernmental group representing 30 highly industrialized countries.
