I have been following for years the analysis that is being conducted by the U.S. Army Corps of Engineers and asce's External Review Panel of the flooding of New Orleans caused by Hurricane Katrina.rnI have been disappointed and alarmed to see the total focus on what went wrong without a consequent plan of action to provide flood protection in the future for New Orleans and, in fact, the entire Gulf Coast.
