摘要

The devastation that Hurricane Ike left in its wake in mid-September has served as a harsh reminder of the risks in living in certain coastal regions during hurricane season. The city of Galveston, Texas, was in essence leveled by Ike, and the damage inflicted on Houston was quite significant. And while much attention has been paid to the damage aboveground, the damage belowground is likely to be every bit as significant. For example, uprooted trees can damage pipelines used to convey drinking water, gas, storm water, and wastewater; pipes blocked by sandy sediment can prove problematic; and pipelines cannot be inspected via closed-circuit television because debris, fallen trees, et cetera, block access to these pipelines.
