With respect to the article "Supreme Court Rules against Michigan in Legal Battle over Chicago Canals," which appeared in the Civil Engineering News section of the February issue, while practical and impractical decisions are made all the time, the engineering profession-on the basis of its experience and education-likes to believe that it makes sound decisions 99 percent of the time. We are required not to squander our clients' resources, especially if the client is the public and the funds are our own tax dollars.
