The strategy for development of petroleum refining industry is related with the nation's security, environmental protection, and such issues as whether the refining enterprises can survive and whether the associated industrial sectors need to be rectified. Twenty six petroleum refining enterprises were included in the Fortunes Global 500 List of 1999 and made up 5.2 % of the total number of the world's largest corporations.
