It was devised a few years ago by mem- bers of the Laboratory Regulatory Reform Task Force, a California labora- Tory regulatory reform group, to distin- Guish between academic/R&D labs And industrial-scale processes. The goal Was to seek regulatory relief for Academic/R&D labs from Some of the federal EPA And California State EPA chemical waste Regulations. Such Regulatory reform Efforts may or may Not be successful, but Out of this work has Grown a useful tool for Looking at laboratory-scale Operations using hazardous mate- Rials that may gener- Ate hazardous Wastes (1).
