Emergency operation centers or hardened command post: When, where, and how?

Since 2007, four incident/events at Arizona State University (ASU) have demonstrated the need for a Command Post (CP) or Emergency Operation Center (EOC). One incident, in November 2007, was ASU's multi level Memorial Union being set on fire. Occupancy of the building was approaching 5,000 and although the smoke and some fire spread quickly no injuries were reported. Arizona is not known for tornadoes, blizzards, or earthquakes but is known for summer monsoons and microburst storms.
