In his latest Final Impressions column, Wally Lamacki asked the question, "are we our brothers' keeper"? It is my contention that we are just that, but not by choice. The federal government mandates that all states provide dental services for low-income children. In doing so, they have dictated that we are our brothers' keeper, or at least the keeper of our brothers' kids.
