Whose transportation is it?

In an article posted to the Atlantic Cities on March 11, Eric Jaffee discusses the near-term funding problems faced by the Federal Highway Administration and Highway Trust Fund. After a discussion of these funding problems and current confusion on high-speed rail and other national programs, Jaffee suggests that instead of a national transportation policy, perhaps it would be better to devolve all transportation decisions to the local level. As the argument goes, many transportation issues are local in nature, especially those involving spending for commuter needs. Indeed, many people hardly travel outside of their home county on a regular basis, much less out of state.
