Pleasure Boaters In all EU countries could need 'driving licences' if a proposal to the European Parliament is approved in December. At present, certain EU countries require a licence, but others including the UK don't - and holiday hirers only need one if their home country does. But a European Parliament committee has published a proposal that the European Commission should consider 'harmonising licences' across the EU. Unless it is voted down, it would in due course be handed down to national parliaments to implement. The Royal Yachting Association is lobbying European ministers to say 'no' at the December vote, while the Inland Waterways Association and National Association of Boat Owners are mobilising members to write to MPs and MEPs.
