The FCC delivered a regulatory version of a lump of coal in a Dec.18 ruling, reinstating the 30% ownership cap for cable operators. Comcast, the only operator in danger of bumping against the ceiling, expects to see the ruling once again overturned in court. The cable ownership cap has effectively been in limbo since it was struck down by a U.S. Court of Appeals in 2001, and the industry is expected to orchestrate another challenge once it's eligible following the item's official publication in the Federal Register.
