RECOMENDACIONES PARA OBRAS MARITIMAS (ROM): BACKGROUND, BASES AND FUTURE DEVELOPMENT OF THE SPANISH STANDARDIZATION PROCESS IN THE FIELD OF MARITIME AND PORT ENGINEERING

Cet article est un abrégé d'un exposé au Débat International à l'occasion de l'Assemblée de la CIP de PAIPCN à Venise en 1997 et V de la troisième édition des Journées italiennes d'ingénierie côtière. L'exposé faisait le point de l'expérience espagnole et des résultats du processus de normalisation du domaine de l'ingénierie maritime et portuaire en Espagne. L'appellation de ce processus, le Programme ROM, est tirée des initiales de l'intitulé espagnol de "Recommandations pour les ouvrages maritimes". Le propos de cet exposé n'est nullement d'analyser le contenu ou les méthodologies techniques du Programme ROM, ni de présenter une analyse comparative avec d'autres processus de normalisation au niveau international, mais de présenter nos objectifs dans ce domaine et, surtout, de partager quelques idées sur la signification et la nécessité de la normalisation dans le domaine de l'ingénierie portuaire. Il est de grand intérêt de connaître et analyser le contexte, les bases, Je contenu, l'avenir et, surtout, la compatibilité des différents processus de normalisation en cours dans plusieurs pays, particulièrement dans le contexte européen. Il est hors de doute que nous nous dirigeons vers une stratégie commune de normalisation, chapeautée par l'Union Européenne ou même l'Organisation Maritime Internationale (OMI).%As conclusion, I wish to make a general appeal : it is necessary to work, to make an effort at international level to set up a homogeneous and complete procedural framework for maritime and port engineering. That's to say, a common system for taking decisions in this field. And this process should be developed in agreement with present-day technical trends and, specially, with the general standards of civil engineering. Maritime, port and coastal engineering shouldn't be an exception; it shouldn't have an own methodological system too different from the general systems of civil engineering. Many other branches of civil engineering have already solved this problem several years ago. It may serve as a common reference for all people involved in all fields of maritime and port engineering. And, therefore, it will facilitate communication and the exchange and analysis of experiences at international level, supporting the technological advances of this sector and, as a consequence, the global competitivity of port facilities and maritime transport. This is our national experience, that can be transferred at international level. Considering that this forum has been organized by PIANC, I wish to make a request to the Association and especially its Technical Committees. I think Working Groups should work very much in the direction of creating a common referential framework for port engineering. I think PIANC can perform an important role as international technical organization with interests in this field, starting to have very much influence in other official standardization bodies.
