Le projet OFRIR : une approche multiacteurs du recyclage dans les infrastructures routières

This document presents a five-year assessment of the OFRIR project (OFRIR is a French acronym for "Monitoring of Road Infrastructure Recycling") conducted under the aegis of the two Ministries of Public Works (DRAST) and the Environment (DPPR), which have since merged to form a single Ministry (Ecology, Energy, Sustainable Development and Regional Planning), known as MEDAD. This project, coordinated by LCPC, in association with the public research organizations Ademe (environment), Ineris (industrial risks), BRGM (geology), Setra (road engineering) and a good number of regional Ponts et Chaussees laboratories, has generated an unprecedented collection of data at the scale of the entire national territory in the field of road-based recycling. The information provided by the project's public partner institutions, in addition to that from members of the data exchange group formed over the course of this project, was initially made available to the road community via a Website[1], and then to the general public. The underiying principles adopted at the outset of the project, along with the structures and systems introduced for the Internet database and the protocol for exchanges between actors engaged in a network, are described first. After summarizing the primary accomplishments through the present time, the history of both the project and the site will be explained and placed in an international context.%Ce document présente un bilan à cinq ans du projet OFRIR (Observatoire français du recyclage dans les infrastructures routières) entrepris sous l'égide des ministères chargés de l'Équipement/DRAST et de l'Environnement/DPPR qui depuis ont fusionné en Meeddat.rnCe projet, coordonné par le LCPC, et associant l'Ademe, l'Inéris, le BRGM, le Setra et de nombreux laboratoires des Ponts et Chaussées a donné lieu à une collecte de données sans précédent à l'échelle du territoire français dans le domaine du recyclage dans la route. L'information disponible dans les organismes publics partenaires du projet, renforcée par celle fournie par les membres du club d'échanges de données constitué au cours du projet, a été mise progressivement à disposition de la communauté routière sur un site Internet puis de tout public. Les principes fédérateurs à l'origine du projet, la structure mise en place pour la base de données internet, les modalités d'échange entre les acteurs constitués en réseau sont d'abord décrits. Enfin, après une synthèse des principaux acquis à ce jour au cours du projet, les histoires du projet et du site sont explicitées et replacées dans le contexte international.
