What threat?

Westerners may criticize India's refusal to sign the Comprehensive Test Ban (CTB) Treaty, but they are surprisingly accepting of the idea that India cannot sign because it has a "legitimate security concern"- namely, China. However, the idea that India faces a threat from China flies in the face of ten years of Chinese military reforms, the improvement in Sino-In-dian relations since Rajiv Gandhi's visit to Beijing in 1988, and the reality that- apart from rhetoric- India does not behave as if China is a nuclear threat.
