Odd and usually inexplicable news items from Korea seem to come and go with regularity these days. In September, a 325-ton North Korean submarine- said to be made of plastic-materialized on a beach east of Seoul in the dead of night. It was discovered not by the forest of listening devices, watch posts, and security nets that the South jams against the North, but by a passing cab driver. Twenty-odd North Koreans came ashore, some said to be wearing South Korean army uniforms and carrying submachine guns. Fully 60,000 South Korean troops chased them through the mountains for the next few weeks, yielding 22 deaths and one captured survivor, with more still on the loose.
