Polycentricity in Finland: From Structure to Strategy

In recent decades, the economic fortunes of Finnish cities and Finland in general have been volatile. Finnish policy-makers have aimed to create a more balanced development of the national urban system by fostering the development of a large number of urban regions. Exploiting the endogenous potential of these regions stands central in a programme-based approach to urban development that is relatively inward-looking. Recently, national policies for regional development seem to have adopted a more international perspective, resulting in a shift in focus from cohesion to competitiveness.
