Striving for Equity: Polycentric Development Policies in France

The predominant focus of development policy in France would appear at first sight to be combating the dominance of Paris. Indeed, while redistributing means from the Ile de France to weaker peripheral regions has long been the main strategy, the focus has gradually shifted from a zero-sum game to a positive-sum game. Within this attitude diversity between the regions has been accepted, as well as the further growth of Paris, provided that 'spatial justice' is guaranteed.
