The Queen's Speech promised bills on devolution and housing, with brownfield registers and starter homes, but there is already disquiet about provision of suitable infrastructure and imposition of local development orders. The Speech promised a Cities and Local Government Devolution Bill facilitating wider powers in England and town and county growth deals, though it could also see elected mayors imposed on combined authority areas. It would remove the limit on functions - currently economic development, regeneration and transport. But the proposed Housing Bill is likely to be of more interest to the brownfield sector. Its stated purposes are wider home ownership and house building and faces opposition by imposing right-to-buy on their non-publicly owned homes.
