Mystery surrounds Labour's brownfield policy following the launch of its manifesto whose planning policies are based on the very weak support for brownfield in the Party's Lyons Review of Housing but which was hailed by leader Ed Miliband as proving its support for brownfield-first. The manifesto, Britain Can be Better, concentrates heavily on the economy, health, education and housing. It promises 200,000 homes a year would be built under Labour - across the whole of Britain - to be achieved by implementing the recommendations of the Review. At the manifesto launch Mr Miliband was asked by Christopher Hope of the Daily Telegraph why the manifesto makes no mention of green belts. "Our position is to keep the planning laws as they are except for one change - and this is very important for Telegraph readers -which is to put brownfield first and to restore the brownfield-first principle," replied Mr Miliband.
