Cleethorpes MP Martin Vickers has launched a ten-minute rule bill into the Commons to allow appeals against planning permission when 10% of local residents sign a petition and binding referenda on local issues. He introduced his Local Government (Planning Permission and Referendums) Bill on 13 January. "Another alternative would be to say that if plans are approved contrary to the local plan, objectors would automatically have the right of appeal," he said. "That would perhaps be easier to administer, but it would deliver only limited powers to local residents. There should certainly be an automatic right of appeal where no local plan exists."
