The South African government released its Biofuels Industrial Strategy in December 2007. It aims for 2% of final liquid fuels consumption by 2013 which accounts to about 400 million litres. The strategy suggests that, given South Africa's climatic condition, agricultural potential, land availability and food security, the country can afford a 4.5% biofuels penetration to the current fuel pool by 2013 if favourable policies are in place.
