POLICIES FOR SUSTAINABLE BIOFUELS IN SOUTHEAST AFRICA

It is widely acknowledged that sound legal and regulatory frameworks for bioenergy are needed inrnAfrican countries to ensure environmentally, economically and socially sustainable production, promotion and use ofrnbiofuels. In order to minimise risks and maximise benefits, in recent years several African countries and regionalrnorganisations have launched initiatives to establish sound policy frameworks for biofuels in order to ensurernenvironmentally, economically and socially sustainable production, promotion and use of biofuels.With thernpublication of the National Biofuels Policy and Strategy (NBPS) in 2009, the implementation of several bioenergyrnrelated regulations, as well as the on-going work on the Biofuel Sustainability Framework, the Government ofrnMozambique is leading the way for the creation of an enabling environment to facilitate private investment inrnbioenergy projects. Other countries from Southeast Africa (South Africa, Malawi, Tanzania) have started the policyrndevelopment process and acknowledge the need for a realistic, stable and long-term policy and regulatory framework.
