Though the Section 8 program began with lofty goals of giving low-income families access to safe, affordable housing and increasing integration, the program has not fully delivered on that promise. Voucher-holders are often stymied by landlords who do not participate in the program, communities who do not want them, and the discomfort of being "pioneers" in opportunity areas.
