The entire aviation industry is both critical infrastructure and economically significant, and will therefore always be an attractive target for adversaries. Since September 11th, the commercial aviation industry and its partners in government regulation have put in place a security apparatus that focuses on preventing explosives from getting onto a plane - either in the belly of the plane as checked baggage or cargo, in carry-on baggage, or on a passenger. The security equipment that is in place to screen for trace explosives, bulk explosives, and objects of concern are, by default, designed to also screen for a dirty bomb.
