Through its limited immunity provisions, NASA's Aviation Safety Reporting System (ASRS) gives a pilot some degree of protection from an FAA certificate action if the pilot makes a report within 10 days of an event. While it does not provide protection for the pilot following an accident, there is absolutely no downside to filing an ASRS report. It provides enforcement protection if the event doesn't rise to the level of an accident. Even if the event was an accident, NASA will not send the ASRS report to the FAA-so there's no risk to the pilot for filing. And if it truly was a preventable event, file a report and let the rest of us learn from the mistake.
