Congestion charging and road pricing may be controversial and utterly distasteful to the typical car-buying customer, but car manufacturers and suppliers could find themselves drawn within a decade into collaboration with predatory authorities across the whole of Europe. Pivotal to the plan is satellite navigation, or at least a refined but cheap successor to the satnav system, which is lauded today as a top option and get-you-there miracle.
