Building services - what level of availability?

Building services encompasses mechanical, electrical, fire and hydraulic services, and their various sub groups, that are installed in buildings to facilitate tasks or functions to be carried out by the building's users. The functions vary from manufacturing to animal health and human comfort and the services from specific systems to electrical and air conditioning services. As the services are installed to support the functions performed the importance of the function determines the engineering parameters, such as cost, availability of the services to perform their designated function, maintenance features, etc for the design of the specific service. Of these parameters availability is of greatest importance to the user whilst cost and reliability are probably the most important from the point of view of the owner of the building services.
