The method involves measuring a state of an element e.g. brake pad, of a technical system i.e. motor vehicle, or technical service based on a level of state among distinct state levels (Dfp-n1-Dfp-n3). An indicator (15) of availability specific to the level of state is calculated based on an average time between two successive breakdowns of the element when the element breaks down on the state level and on an average repair time (TRp1) of breakdown of the element at the state level. An independent claim is also included for a device for measuring availability for a system or technical service.
