The Council for Security Cooperation in the Asia Pacific (CSCAP) provides an informal mechanism for scholars, officials and others in their private capacities to discuss political and security issues and challenges facing the region, and it also provides policy recommendations to various intergovernmental bodies. CSCAP Study Groups are the primary mechanism for CSCAP activity. These groups serve as region-wide multilateral for a for consensus-building and problem solving and often address specific issues and problems that are too sensitive for official dialogue. At the completion of their term the Study Groups produce a Memorandum that outlines practical policy-oriented responses for consideration at the Track One (official) level. CSCAP activities are guided by a Steering Committee composed of representatives of the broad-based member committees that have been established in each of the member countries.rnThis commentary provides a brief on the work of the study group on Implications of Naval Enhancement in the Asia-Pacific region. The Study Group is co-chaired by CSCAP China, CSCAP India and CSCAP Japan.
