Carbon pricing mechanism - moving to an ETS

On 16 July 2013, the Australian government announced that it proposes to transition the carbon pricing mechanism from a fixed carbon price to a flexible carbon price a year earlier than planned, and that Australian businesses will have "earlier access to international permits from the European Union Emissions Trading Scheme (EU ETS) and credible Kyoto units from international markets".
