Dumping on the Great Barrier Reef: does it comply with international law?

There certainly appear to be arguments to support the view of Dr Ward that Australia may not be in compliance with its obligations under the World Heritage Convention to protect world heritage for future generations in relation to the Great Barrier Reef by proceeding without adequate information on the effects of disposal, in circumstances where the Reef is already in a degraded state and has reduced resilience. The legal proceedings commenced by conservation groups and the tourism industry in the Federal Court and Administrative Appeals Tribunal seem likely to obtain definitive rulings on whether or not that is so.
