An integrated approach to monitoring Planet Earth: Marshalling satellite and in situ observations for users and decision makers

This provocative discussion touched on many key challenges facing the end-to-end integration and application of space-based observations among key agencies around the world, and how a strategy is needed to facilitate these objectives. Professor Achache gave a thoughtful summary of this challenge by noting that if we count all of the operational meteorological satellites in the US and abroad, as well as those planned for the next 3-5 years, it would add up to approximately 60-80 civilian satellites by 2005-2007. He pointed out that if by that time we cannot efficiently justify the services these satellites were providing, then we cannot excuse ourselves by saying we did not have the receptiveness, or the temporal or spatial resolutions to carry out our missions. We would have had everything we needed.
