Talking about the City What is currently Innsbruck's largest urban development area lies in the middle of the district of Reichenau, which was developed during the 1950s on what was then still the rural eastern edge of the settled area. When the old-established Verein der Campagnereiter (an equestrian sport association) moved away 23,000 m2 of urban land became available which the city of Innsbruck used as an opportunity to rethink the entire surrounding area, which is made up of commercial buildings, sports facilities and open spaces, and to develop it as a future residential district with up to 1,000 new apartments. As urban planning changes of this size demand a great deal of communication and monitoring, and as the interests of the neighbours turned out to be very diverse, the politicians and urban planners decided to take a new path. In 2016, parallel to the competition for the masterplan, they started a cooperative planning process, involved all the interest groups in work processes and workshops, and established an external steering group, which, as a corrective, held the project together and repeatedly called for the development of guidelines. That is, an attempt was made to take an approach that was based on communication and partnership - and so far this seems to have functioned well. By now four building sites on a project area of almost 83 000 m~2 have been defined and the guidelines for a generous and permeable urban district have been formulated.
