当施設は,公共空間(公園?学校等)へのアプローチ軸となrnる公民館通りのシークエンスを強化し,図書館(2001年3月開館),rn公民館,劇場という3つの機能を有機的に組合せ,様々な歩行rn者ネットワークを誘発するねらいで計画された。%The "KO-MIN-KAN (public hall) street" is Hamura-city's main avenue which connects the city parks and public schools. This facility was built along the avenue to create a multi-layered public network by combining three functions - library, public hall, and theater.rnA circular void which is inserted in the volume gives a clear composition to this building. The bottom part is the sunken garden used as a communication plaza, while glassed lifts and open staircases connecting each levels vertically. Lively atmosphere of this space becomes the face of the building. Since the new cityrnlibrary locating across the street also opens to the avenue, which urges the visitors to experience combined use and interactive network of each functions.
